From the 5th August to the 9th August, 2025, the Action to the Community Development Institute (ACDC) coordinated with local authorities and Provincial OPD to conduct home visits and livelihood needs assessments for 123 PwDs in the communes of Cam Lộ, Hiếu Giang, Cửa Tùng, Vĩnh Hoàng, Vĩnh Linh, Bến Quan, Vĩnh Thủy, Ái Tử, Triệu Phong, Nam Cửa Việt, Triệu Cơ, and Triệu Bình in Quảng Trị Province.
The purpose of this household-level livelihood needs assessment was to select 40 PwDs to receive support from The Project in developing suitable livelihood models/activities tailored to their individual conditions and capabilities. This aims to help improve their income and sustain long-term livelihoods.
Persons with disabilities are provided with counselling and express the desire for livelihood support to ensure a better quality of life
During each home visit, the project staffs, independent consultants, and local collaborators listened to individuals share of PwDs about their economic situations, health conditions, vocational training needs, employment aspirations, livelihood activities, and daily challenges faced by them and their families. Among the 123 PwDs surveyed, over 60% expressed a desire to engage in livelihood activities to improve their personal and household income. Base one the survey findings and the information collected through the assessments, this will serve as a crucial foundation for the experts and project team working to support 40 PwDs are selected to receiving of developing suitable livelihood models. Additionally, the project will provide technical guidance, supporting, and market connections.
Ms. Nguyễn Thị Huế – Head of the Department of Culture and Society in Vĩnh Linh Commune – shared during the meeting with the project team in Vĩnh Linh: "Personally, I acknowledge and highly appreciate the practical and comprehensive support of the project. This will be a great source of motivation and is expected to bring meaningful results to the livelihood models for persons with disabilities in our area, thereby improving their quality of life and enhancing their role in the community."

Also speaking at the meeting with the Project team, Mr. Nguyễn Hữu Trường – Vice Chairman of Vĩnh Hoàng Commune – expressed strong support for the initiative: "This is a highly humanitarian effort, creating opportunities for vulnerable people, especially persons with disabilities, to access livelihood support, integrate into society, and generate income. It helps PwDs live more ensuring and fulfilling lives. From the local government side, we will provide all possible support to accompany the project and persons with disabilities in our commune."
The Project expects this activity to help PwDs lead more stable and independent lives, reduce dependence on their families, and engage more actively in community life. It also affirms ACDC’s commitment to supporting PwDs in Quảng Trị and contributing toward sustainable development goals.
This activity is part of the project “Improving the quality of life of persons with disabilities in provinces sprayed with Agent Orange”, which is being implemented in three provinces: Quang Tri, Hue City, and Da Nang City. The project is funded by the United States Government and led by the National Action Center for Toxic Chemicals and Environmental Treatment (NACCET) under the Ministry of National Defense. ACDC is one of the implementing partners under the management of the Center for Creative Initiatives in Health and Population (CCIHP).
