Hue City: Initial session of home-based rehabilitation and healthcare for persons with disabilities

From August 23rd to 26th, 2025, the Action to the Community Development Institute (ACDC), in collaboration with the Hue City Department of Health, Hue City Rehabilitation Hospital, Huong Thuy Medical Center, and local health stations in Phu Bai, Huong Thuy, and Thanh Thuy wards, organized the initial session of home-based rehabilitation and healthcare for persons with disabilities. This activity followed the screening event in late July 2025, with a total of 51 persons with disabilities receiving home-based rehabilitation interventions and 41 receiving home-based healthcare support.

Home-based rehabilitation was carried out by a multidisciplinary team (MDT). The sessions included the continuous involvement of rehabilitation doctors, physical therapy technicians, occupational therapy technicians, and speech therapy technicians in some of the special cases. These initial sessions aimed to review health conditions in conjunction with screening results, identify key issues, and develop individualized intervention plans. Once plans were agreed upon, physical therapy technicians carried out prescribed exercises such as passive limb movements, assisted movements, resistance training, standing, and sitting balance exercises, stretching routines, mobility training on different surfaces, and the use of assistive devices. Occupational therapy technicians guided persons with disabilities in daily living activities such as dressing, grooming, washing, and safe personal care.

The team of technicians conducted health assessments for persons with disabilities at home

Alongside rehabilitation activities, the training of trainers group (TOT), who have been trained by ACDC on home healthcare, directly carried out household-level interventions. Building on screening results, the TOT assessed health conditions at home and provided advice, including wound care, breathing exercises for people with chronic obstructive pulmonary disease, counseling on the risks of using hypertension or chronic disease medications without compliance with a doctor, as well as instructions on personal hygiene and appropriate nutrition for each condition.

Mr. L.V.B, a person with disability in Huong Thuy Ward, shared: “Having health workers come to my home and provide this kind of care is wonderful. I will do my best to follow their guidance in the coming time.”

Persons with disabilities performed basic functional exercises under the guidance of a doctor

Ms. T.T.A.T, a caregiver in Phu Bai Ward, said: “My husband always wanted to exercise, but without doctors or anyone to guide him, we didn’t know what to do. Now that we have professionals to show him, I believe he will start training.”

Mr. T.H, a landmine survivor in Phu Bai Ward, shared: “I was injured by a landmine nearly 30 years ago. I still have small metal fragments in both stumps that cannot be removed. I was given prosthetic legs before, but they are now broken, and my legs are shrinking and often painful. I hope to receive new prosthetics to walk more steadily and with less pain.”

In the next phase, from September to December 2025, home-based interventions will continue. Each person with disability will have specific intervention goals based on their condition. ACDC expects that home-based rehabilitation and healthcare will not only improve health but also enhance self-care skills, helping persons with disabilities to participate more actively in social life.

On the morning of 29 October, representatives from the Vietnam Federation on Disability (VFD), the Action to the Community Development Institute (ACDC), and partner organizations visited Ulsan University Hospital in the Republic of Korea to exchange experiences and learn about care and rehabilitation practices for persons with disabilities. The delegation was led by Mr. Dang Van Thanh, Standing Vice President of VFD.
