From the school year 2021 to 2022, under the direction of the Department of Education and Training of Cao Bang Province, all Education and Training Departments in the province began to apply the personal education plan template for students with disabilities. This is a positive recognition for the effectiveness of the "My Right to Study" project implemented by the Action to the Community Development Institute (ACDC) in collaboration with ChildFund Vietnam in the area since October 2019.

he overall goal of the project is helping children with disabilities to have an inclusive environment and have access to quality education. Therefore, when conducting the input survey of the project, it was found that teachers in preschools and primary schools did not have the skills to develop personal education plans suitable for children with disabilities, no methods and teaching skills for children with disabilities. Schools and teachers are still confused in assessing learning outcomes for children with disabilities. This has greatly affected the ability of children with learning disabilities to participate in learning. In order to improve this situation, within the framework of the project, education managers and core teachers in the project area have been improved through training courses providing knowledge and skills on personal education plans for children with disabilities, teaching methods and supporting children with learning disabilities to integrate. At the same time, in order to promote the application of knowledge and skills to education managers and core teachers, technical supervision and support activities are carried out periodically by experts from the National Center for Special Education, Provincial Departments of Education & Training and Provincial Department/Center for The Education of Children with Disabilities.

After these training classes, in the 2020-2021 school year, 100% of students with disabilities aged 5-14 years are enrolled in preschools and primary schools in the project to develop a personal education plan tailored to the abilities and needs of each student. Each individual education plan is tailored to each child with disabilities to support teachers who can guide the content, methods and forms of organizing child care and education activities in schools, at home and in the community to achieve specific learning goals.

Receiving the positive results of the project in inclusive education, Cao Bang Department of Education and Training has directed all Education and Training Departments in the province to start applying the personal education plan template for students with disabilities from the 2021-2022 school year. Based on the direction of the Department, in the 2021-2022 school year, more than 60 students with disabilities are studying at the Department of Education of Children with Disabilities - Cao Bang Provincial Continuing Education Center has been developing its own personal education plan.

The project hopes that these positive signals will be the motivation for inclusive education for children with disabilities to be more spread, supporting many teachers, children with disabilities and schools in implementing inclusive education for children with disabilities.

A series of major storms and floods – No. 10, 11, 12, and 13 – in late 2025 devastated large areas of northern, central, and Central Highlands provinces, leaving tens of thousands of households submerged, losing property, and facing disrupted livelihoods. Persons with disabilities, who are among the most heavily affected groups due to limited mobility and reduced capacity to respond to emergencies, were identified as those in urgent need of assistance.

On the morning of December 5, 2025, the Inclusion Festival 2025 took place in Quang Tri Province with the participation of more than 110 persons with disabilities, along with representatives from provincial departments and agencies. The event was organized within the framework of the Inclusion Project 1, Phase 3, implemented by the Action to the Community Development Institute (ACDC) in coordination with the Provincial OPD. The Festival was held in response to the International Day of Persons with Disabilities (December 3), under the theme: “Promoting an inclusive society for the progress of the community.”
