From July 19-22, 2025, the ACDC Institute, in collaboration with the Da Nang Department of Health and Thang Binh Regional Medical Center, conducted health screenings, functional assessments, and care needs evaluations for 180 persons with disabilities in Thang An, Thang Dien, and Thang Phu communes.

The activity took place at the health stations of the communes and was carried out by a multidisciplinary rehabilitation team, including doctors and professionals in rehabilitation, physiotherapy, occupational therapy, speech therapy, and regional-level nursing.

People with disabilities are screened and assessed for function under the guidance of medical staff

The medical team conducted centralized examinations for persons with disabilities at commune-level health stations. However, in special cases such as individuals with severe disabilities, those living alone, or those unable to travel to the health station, the team dispatched healthcare staff to conduct examinations and assessments at home.

Based on the results of the screening and assessment, the multidisciplinary team will coordinate with ACDC to select appropriate intervention beneficiaries according to each individual's needs and disability status. Approximately 100 persons with disabilities are expected to receive continued support through home-based care, rehabilitation services, and assistive devices.

This activity has been highly appreciated by local authorities, healthcare staff, persons with disabilities, and their families, reflecting its profound humanitarian significance and the dedication of relevant agencies toward persons with disabilities.

“This is the fourth year the program has been implemented in Thang Binh, and also my fourth year accompanying the team. We’re happy to make a small contribution to the local disability community. Many persons with disabilities have limited access to rehabilitation services, so they deeply appreciate receiving proper assessments and care consultations,” shared Dr. Nguyen Thi Minh of Thang Binh Regional Medical Center.

“What makes this program special is that if a person with a disability cannot reach the health station, the team goes directly to their home or transports them to the site. I truly value the team’s humanitarian spirit and dedication,” said Mr. Cao Thanh Tam, Social and Cultural Affairs Officer of Thang An Commune.

“The doctors were attentive and clear in explaining my mother’s condition and how to care for her. This activity offers not only medical support but also emotional encouragement to families of persons with disabilities. We are sincerely grateful,” said Mr. N.B., a resident of Thang An Commune.

The activity is part of the project "Support for Improving the Quality of Life of Persons with Disabilities in Provinces Heavily Sprayed with Agent Orange" implemented in three provinces: Quang Tri, Quang Nam (now Da Nang), and Hue (formerly Thua Thien Hue Province) during the 2024–2025 period. ACDC is one of the implementing partners under the management of CCIHP, with the National Action Center for Toxic Chemicals and Environmental Treatment (NACCET) as the project owner.

A series of major storms and floods – No. 10, 11, 12, and 13 – in late 2025 devastated large areas of northern, central, and Central Highlands provinces, leaving tens of thousands of households submerged, losing property, and facing disrupted livelihoods. Persons with disabilities, who are among the most heavily affected groups due to limited mobility and reduced capacity to respond to emergencies, were identified as those in urgent need of assistance.

Quang Tri: Inclusion Festival

On the morning of December 5, 2025, the Inclusion Festival 2025 took place in Quang Tri Province with the participation of more than 110 persons with disabilities, along with representatives from provincial departments and agencies. The event was organized within the framework of the Inclusion Project 1, Phase 3, implemented by the Action to the Community Development Institute (ACDC) in coordination with the Provincial OPD. The Festival was held in response to the International Day of Persons with Disabilities (December 3), under the theme: “Promoting an inclusive society for the progress of the community.”
