1. Legal advice and policy advocacy

Regarding legal advice: In 2022, the Action to the Community Development Institute (ACDC) consulted for about 1,100 turns of persons with disabilities/families of persons with disabilities in various forms. The cases consulted include a wide range of topics, with social assistance being the most concerned, followed by loans, land, education, social insurance, medical insurance, etc.

On policy advocacy: In 2022, ACDC has researched, contributed comments and recommendations to amend, supplement and complete as well as integrate policies on people with disabilities for 06 legal documents and drafted legal documents in various fields such as disability; medical examination; domestic violence prevention; intellectual property; gender equality…

Beneficiaries receive support and advice to answer questions about several other related areas

In particular, some of the ACDC's comments on issues ensuring the legal rights and interests of the disabled have been considered by the lead drafting agency in the Law on Domestic Violence Prevention and Control in 2022 (just enacted by the National Assembly, effective July 1, 2023) such as the issue of unified terminology "persons with disabilities" in the relevant provisions of this Law; to supplement some acts of domestic violence such as forced abortion, pregnancy, sexual selection of the fetus (Article 3); regulations on responsibilities in domestic violence prevention and control, support and protection for domestic violence victims of social organizations, professional social organizations and other organizations in order to strengthen responsibility and encourage, to maximize the participation of these organizations in domestic violence prevention and control (Article 54); to add national telephone operator regulations on domestic violence prevention and control to support victims of domestic violence promptly and effectively (Article 19); to add persons with disabilities to the group who need to be given special assistance guarantees in information, communication, education on the prevention and control of domestic violence, etc.

2. Responding to Vietnam Day of Persons with Disabilities 2022

ACDC cooperated with Vietnam Federation on Disability and related parties to celebrate Vietnam Day of People with Disabilities on April 18 with the theme "Inclusion and Adaptation, Shaping a Future". The celebration was held in two forms, offline and online, with the participation of nearly 200 delegates representing ministries and sectors such as the Ministry of Health; Labor, Invalids and Social Affairs; Ministry of Education and Training; Ministry of Defense; Representatives of local departments and agencies; Organisation of and for persons with disabilities, press agencies...

Awarding ceremony for initiative groups in the initiative contest "Covid-19 Inclusion and Adaptation”

In addition, in response to Vietnam Day of Persons with Disabilities, the Award Ceremony of the Initiative Contest "Covid-19 Inclusion and Adaptation" was held at the event. After more than 4 months of launching, the contest has received 15 proposals from organizations across the country. 4 Consolation Prizes, 2 Third Prizes, 1 Second Prize, 1 First Prize and 1 Community Voted Prize were awarded to worthy initiatives. In particular, the initiative that won the first prize was funded for practical implementation.

3. Inaugurated a model of a cultural house to avoid storms and floods to ensure accessibility for persons with disabilities

Within the framework of the project "Integrating disability in emergency response to natural disasters in Quang Ngai province" funded by CBM, on April 26, 2022, ACDC in collaboration with Hanh Duc Commune People's Committee and the Organisation of Persons with Disabilities Quang Ngai province held the Inauguration Ceremony of the Model of Cultural House to avoid floods and ensure access for persons with disabilities. The model was built in Ky Tho Bac village, Hanh Duc commune, Nghia Hanh district, and Quang Ngai province.

The model of Cultural House combined with storm and flood avoidance within the framework of the project has become a model in Quang Ngai in general and Nghia Hanh district in particular in terms of accessibility and ensuring disability inclusion. The core principle applied in the process of building an effective disability inclusion model is to approach in two parallel directions: (i) integrating disability issues into the general activities of the community, (ii) enhancing the capacity and maximum participation of the Organisation of Persons with Disabilities in related activities. The building is built to ensure maximum access for everyone (including the elderly, persons with disabilities, and children...) with accessible designs such as ramps, road markings, anti-slip bricks, handrails, alarm lights, toilets with a large size…

The model has contributed to reducing disaster risks for citizens, and at the same time ensuring access and inclusion for persons with disabilities by integrating disability issues into community activities.

4. Sign Language Interpreting Service in Hospitals

From June to October 2022, ACDC deployed sign language interpreting services for persons with hearing and speech disabilities when going for medical examination and treatment at medical facilities.

Sign language interpreting service (SLIS) in the hospital was born with the goal of increasing the access to information of persons with hearing and speech disabilities when going for medical examination and treatment at medical facilities and promoting quality assurance of health care services for persons with disabilities in health facilities. Two forms of interpretation are used: face-to-face and video calls via online platforms. Persons with hearing and speech disabilities who need medical examination and treatment need a sign language interpreter or medical facilities that need sign language interpretation for patients can contact to schedule an appointment with an interpreter in the Northern and Southern regions.

By the end of December 2022, there were about 50 turns of people using this service across the country. The service is part of the Free Medical Interpretation Support program for persons with hearing and speech disabilities of the project "Enhancing the information accessibility for persons with disabilities and disabled people's organizations" funded by the CBM.

5. Continue to replicate the model of transit houses for people with disabilities

In 2022, ACDC continues to deploy and replicate the Transit House model to improve the quality of rehabilitation services, improve the quality of life and increase integration opportunities for people with disabilities. The 5th transit house across the country was inaugurated at the campus of the Tien Phuoc District Medical Center, Quang Nam Province. This is also the second transit house inaugurated in Quang Nam, after the transit house at Thang Binh District Medical Center.

The transit house model has been built and applied in many developed countries around the world. This is a model that allows patients and persons with disabilities to practice daily living functions before returning to their families and communities, to reinclude independently. Activities performed in the transit house focus on mastering basic living functions that have previously been rehabilitated such as movement, self-dressing, eating, cooking, personal hygiene, and other community engagement activities. The transfer house includes 5 areas: a common movement area, kitchen and dining, toilet, bedroom and area for daily activities such as living room, recreation and training. The building is also equipped with small items for patients to take care of themselves and practice daily activities such as kitchen utensils (tableware, toiletries, fabrics), equipment to support movement (wheelchairs), and navigation devices (shower seats).

6. Continuing to implement projects for children with disabilities

In 2022, ACDC launched a project specifically for children with disabilities. The project is called Increased accountability to eliminate violence and discrimination against children with disabilities (AVAC). The objective of the project is to contribute to supporting the Government and stakeholders at all levels in Vietnam to effectively implement the committed rights of children.

The project provides necessary interventions to increase the rights of children, including children with disabilities, of all gender stereotypes, with the support of competent social organizations and stakeholders, thus, children can participate meaningfully in decision-making processes and be protected from all forms of violence. The project especially helps improve children's lives by ensuring the exercise of children's rights in all environments including families, schools, communities and online platforms. Participation of all responsible parties in project implementation is one of our focuses to ensure accountability and participation of all stakeholders in the implementation of child rights. The project will directly benefit 30,250 children aged 0-18 including 250 children with disabilities, between 2022 and 2024.

In the first year, the project directly reached more than 162 children with disabilities and more than 372 parents and caregivers of children with disabilities through various activities. Outstanding activities such as knowledge enhancement training, media events for children, parents, caregivers of children's rights, and attractive media publications (including animation, love diary, folding umbrella, documentary, etc.).
