The workshop “Policies in Special Education: Understanding Correctly – Implementing Effectively,” held on 27 November 2025 in Thai Nguyen, marked an important milestone with the official launch of the National Network of Education Facilities for Persons with Disabilities in Viet Nam. The Action to the Community Development Institute (ACDC) was honored to be one of the sponsors, accompanying partners in promoting learning opportunities and equitable access to education for all children with disabilities.
On 27 November 2025, in Thai Nguyen, the Vietnam National Institute of Educational Sciences (VNIES) organized the workshop “Policies in Special Education: Understanding Correctly – Implementing Effectively”, with nearly 100 participants representing the Ministry of Education and Training (MOET), specialized education institutions, Inclusive Education Resource Centers, and organizations of and for persons with disabilities. At this event, ACDC was honored to serve as one of the sponsoring partners, supporting the coordination of technical activities and contributing to efforts to advance the right to education and access to learning for children with disabilities nationwide.

Delivering remarks at the workshop, Dr. Ta Ngoc Tri – Deputy Director General of the Primary Education Department and Standing Deputy Head of the Steering Committee for the Education of Children with Disabilities and Children in Difficult Circumstances – emphasized that in recent years, education for persons with disabilities has received strong attention from the Party, the Government, and MOET. Various models of both mainstream and specialized education have been implemented effectively, expanding learning opportunities for hundreds of thousands of children with disabilities across Viet Nam.

However, policy implementation continues to face challenges, including limited resources, inconsistencies in interpretation, and weak linkages between institutions. Dr. Tri expressed his hope that the newly established National Network of Education Facilities for Persons with Disabilities would become a collaborative platform contributing to the realization of the goals set out in Resolution 71-NQ/TW and the national education reform strategy in the coming phase.
Within the workshop, participants received updates on the current policy landscape and ongoing initiatives in education for persons with disabilities, while also learning from exemplary models in Vinh Long, Ho Chi Minh City, and Thai Nguyen - including models of inclusive education in mainstream schools, multi-level education centers, and the transition from specialized schools to Inclusive Education Resource Centers. Discussions highlighted numerous practical challenges and proposed solutions to strengthen mechanisms and improve support services for children with disabilities at the institutional level.
A significant highlight of the workshop was the official announcement and launch of the “National Network of Education Facilities for Persons with Disabilities in Viet Nam” with the participation of the Steering Committee for the Education of Children with Disabilities and Children in Difficult Circumstances, VNIES, the RCEEI Center, and representatives from education facilities nationwide. This marks the formation of a formal and unified coordination mechanism across the country, paving the way for stronger, more effective special education in the years ahead.

ACDC’s sponsorship reflects not only resource support but also a strong commitment to promoting a learning environment where every child - including children with disabilities - can access education equitably and in ways that are suited to their needs and abilities. ACDC believes that the Network will become an important platform connecting educational institutions, experts, and social organizations dedicated to improving the quality of special education in Viet Nam.
The workshop concluded in a spirit of solidarity, shared purpose, and strong commitment from all participating units - opening a new phase in the journey toward building a sustainable, high-quality, and effective educational environment that ensures meaningful participation for all learners nationwide.
