 RECRUITMENT OF CONSULTANTS TO REVIEW AND PROPOSE THE INTEGRATION OF SUPPORT MEASURES FOR PEOPLE WITH DISABILITIES INTO DISASTER PREVENTION AND SEARCH AND RESCUE PLANS

1. General Information

The Institute for Community Development Research (abbreviated as ACDC), established in 2011, is both a research unit and an organization representing persons with disabilities in Vietnam. ACDC has been working with government agencies, persons with disabilities, and their organizations to protect the rights of persons with disabilities and to ensure their social inclusion in all aspects of life.

In 2019, the United States Agency for International Development (USAID), the Office of the Standing Agency of the National Steering Committee for Post-War Bomb and Mine Remediation and Chemical Toxic Agent Consequences (Office 701), and the National Action Center for Chemical Toxic Agent and Environmental Remediation (NACCET) collaborated to develop the project titled “Supporting the Improvement of the Quality of Life for Persons with Disabilities in Provinces Heavily Sprayed with Agent Orange.” The project was officially approved by the Prime Minister’s investment policy decision in July 2021.

In the three provinces of Thua Thien Hue (now Hue City), Quang Tri, and Quang Nam, the project is managed by the Center for Community Health and Population Initiatives (CCIHP) and is abbreviated as Inclusion Project 1. ACDC Institute is one of the implementing partners conducting project activities in 10 districts and cities (in 2023), with an expansion to an additional 3 districts and towns (in 2024) within Hue City, Quang Tri, and Quang Nam provinces.

The overall objective of the project is to improve the quality of life for persons with disabilities in these three provinces during the 2023–2026 period, with three specific goals:

  • Goal 1: Expand medical support and rehabilitation services to improve the health and quality of life of persons with disabilities;

  • Goal 2: Expand social services, enhance inclusive support, and implement direct assistance to improve the quality of life for persons with disabilities;

  • Goal 3: Improve policies, raise public awareness, reduce barriers, and ensure social inclusion for persons with disabilities.

During the 2024–2025 period, the project will support the promotion and implementation of policies for persons with disabilities to mobilize their participation and voice in policy documents, ensuring these policies are adjusted to better suit local disability support activities. Within this framework, the ACDC Institute seeks to recruit a team of consultants with expertise, capacity, and experience to conduct a “Review and Proposal for the Integration of Disability-Related Content into Disaster Prevention and Search and Rescue Plans for Hue City and Quang Nam Province for the 2026–2030 Period.

2. Objectives of the Activity and Expected Outcomes

A. Objectives of the Activity:

  • Coordinate with relevant agencies, organizations, and units to review the disaster prevention and search and rescue plans of Hue City and Quang Nam Province for the 2020–2025 period, and propose the integration of disability-related content into community-based disaster risk prevention, management, and recovery efforts for the 2026–2030 period.

  • Create opportunities for organizations of persons with disabilities and persons with disabilities themselves to directly contribute their opinions, ensuring their collective voice is reasonably integrated into disaster prevention plans and communicated to decision-making authorities responsible for disaster risk management and search and rescue at the local level.

B. Expected Outcomes:

  • Two proposals integrating disability-related content into the disaster prevention and search and rescue (DP & SAR) plans for Hue City and Quang Nam Province for the 2026–2030 period, submitted to the relevant local authorities (one proposal per province).

  • Relevant agencies, organizations, and units at the local level, especially the Disabled Persons’ Associations at various levels, actively participate in the consultation process, sharing opinions and proposing the integration of disability-related content into disaster prevention and search and rescue plans for the 2026–2030 period in Hue City and Quang Nam Province.

4. Responsibilities and Requirements of the Parties

1. Institute for Community Development Research (ACDC)

  • Provide relevant documents related to the project and the disaster prevention and search and rescue (DP & SAR) plans of Hue City and Quang Nam Province for the 2020–2025 period.

  • Contact and schedule meetings with relevant stakeholders.

  • Organize logistics including travel, per diem, and accommodation during fieldwork; all related expenses for travel, per diem, and accommodation during the consultants’ fieldwork will be covered by ACDC in accordance with ACDC’s regulations and standards.

  • Coordinate the selection of supporting units and organize related activities at the local level.

  • Review and provide feedback on the draft report summarizing opinions from relevant agencies and departments regarding the proposal to integrate disability-related content into the DP & SAR plans.

2. Responsibilities of the Consulting Team

  • Review relevant documents related to the project and the disaster prevention and search and rescue (DP & SAR) plans of Hue City and Quang Nam Province for the 2020–2025 period to support the implementation of activities in accordance with the planned scope.

  • Complete assigned tasks, ensuring quality and adherence to agreed timelines, including:

    • Develop agendas for technical meetings and consultations with relevant agencies, organizations, and units;

    • Prepare presentations for meetings;

    • Facilitate and lead technical meetings and consultation sessions;

    • Complete summary reports of technical meetings and consultations;

    • Compile consolidated feedback from relevant agencies and departments on the proposals for integrating disability-related content into the DP & SAR plans of Hue City and Quang Nam Province for the 2026–2030 period (one proposal per province).

  • At the conclusion of the review and proposal activity, the consulting team must ensure that the results meet the initial objectives of the activity and deliver the expected outputs as planned.

5. Consultant Requirements

  • Hold a Master’s degree or higher in relevant fields such as social work, community development, disaster risk management, climate change, or other related disciplines.

  • Have at least 5 years of experience conducting surveys and assessments in areas related to support for persons with disabilities, climate change, disaster prevention, and search and rescue.

  • Possess skills in policy development, review, legal document analysis, and providing technically and practically appropriate recommendations.

  • Have experience working with relevant agencies and organizations, with strong community consultation skills involving persons with disabilities and other vulnerable groups.

  • Demonstrate skills and experience in facilitating and managing workshops, conferences, and multi-stakeholder meetings.

  • Be experienced in collecting, synthesizing, processing information, and report writing.

6. Consultancy Fee

The consultancy fee will be paid based on the consultant’s experience and quality of work. The specific fee will be determined after discussion and agreement with ACDC.

7. Management and Supervision

The consultant’s work will be carried out under the overall management of the Project Management Board. For activities related to localities, the consultant will be directly managed and supervised by the Monitoring and Evaluation Officer of ACDC (MELO).
