On September 30th, 2016, Vietnam’s Ministry of Health and Hanoi’s Department of Health held a seminar on the implementation of Circular No. 18/2016/TT-BYT. The event, held in the capital city, was organized in collaboration with Action to the Community Development Center (ACDC) and Vietnam Assistance for the Handicapped (VNAH). The legal declaration, dated June 30th, 2016, covers medical regulations used in rehabilitation, and the payment of expenses through health insurance.

The conference was attended by representatives of the National Commission on Disability in Vietnam, Departments of the Ministry of Health, the Vietnam Social Insurance Agency, various hospitals under the Ministry of Health, and rehabilitation center professionals from the Disabled People Association in Hanoi. The seminar also included a special guest, a representative from the International Committee of the Red Cross – Special Funds for People with Disabilities in Vietnam (SFD – ICRC), Mr. Joel Nininger.

The seminar discussed the new, expanded range of payments provided through health insurance funds for rehabilitation services, as outlined in the declaration. This new development has given people with disabilities more opportunities to travel, attend rehabilitation, and reduce difficulties in their lives. Through this declaration, people with disabilities also have more access to supplies such as braces, shoes, orthopedic chairs, and cerebral palsy chairs that they can obtain using their medical insurance.

This effort is the result of state agencies as well as the hard work and commitment of the disabled community in Vietnam from 2014 to the present. ACDC strives to continue working closely with the Ministry of Health and other relevant agencies to continue making a positive impact on the lives of the nation’s disabled community.
