Quang Ngai: Inaugurate the model cultural house to preventstorms and floods to ensure access for persons with disabilities

Within the framework of the project "Integrating disability in emergency response to natural disasters in Quang Ngai province" funded by CBM, on the morning of April 26, 2022, Action to the community development center (ACDC) coordinated with the People's Committee of Hanh Duc Commune and the Organizationof Personswith Disabilities of Quang Ngai Province held the inauguration ceremony of the model cultural house to avoid storms and floods to ensure access for disabled people that took place in Ky Tho Bac village, Hanh Duc commune, Nghia Hanh district, Quang Ngai province.

The event was attended by Ms. Cao Thi Hanh - Deputy Head of the Department of Labor - Invalids and Social Affairs of Nghia Hanh district; Mr. Doan Trung Hieu - Secretary of the Party Committee of Hanh Duc Commune; Mr. Nguyen Si Hai - Chairman of Hanh Duc Commune People's Committee; Ms. Vu Thi Tuyet Mai - Chief Representative of CBM Organization in Vietnam; Ms. Dam Viet Ha - Deputy Director of the Action to the community development center (ACDC); Mr. Tran Tuan Kiet - Chairman of the Organizationof Personswith Disabilities in Quang Ngai Province; local people and persons with disabilities.

Hanh Duc commune, Nghia Hanh district, Quang Ngai province is a locality frequently affected by storms, flash floods, thunderstorms, river bank erosion, especially typical natural disasters often occurring causing significant damage are storms, floodsand inundation. This is also home to nearly 200 personswith disabilities, mainly in Ky Tho Bac village. Therefore, supporting personswith disabilities with floods or storms is always an essential concern for local authorities. The model of a cultural house combined with flood and storm shelter was built to meet the urgent need to ensure accessibility for personswith disabilities. The building is built to ensure maximum accessibility for everyone (including the elderly, people with disabilities, and children) with accessible designs such as ramps, road markings, anti-slip bricks, handrails, alarm lights, large-sized toilets, etc.  The design incorporates numerous amenities, serving as both a storm and flood shelter and a cultural center for community events.

The project has been built with a total capital of 1,198,720,000 VND, of which 25% is the counterpart capital from the local side. This has shown the interest, support and companionship in activities of and for personswith disabilities from Hanh Duc commune. Speaking at the inauguration ceremony, a representative of the local government hoped that flood shelters would be maintained, developed, and expanded to meet the accessibility needs of hundreds of personswith disabilities in Hanh Duc commune, Nghia Hanh district, and Quang Ngai province before the flood season.

The cultural house to avoid storms and floods to ensure access for personswith disabilities is a typical model in Quang Ngai province in general and Nghia Hanh district in particular in terms of accessibility and ensuring disability inclusion when the issue of disability is integrated into the general activities of the community, thereby enhancing the capacity and maximum participation of the Organizationof Personswith Disabilities.
