Action to the Community Development Institute

Action to the Community Development Institute (ACDC), formally Action to the Community Development Center (ACDC) is a Vietnamese non-government organization, established in 2011, for and of persons with disabilities , to support the persons with disabilities  and vulnerable groups in the society.

ACDC is a non-government and non-profit science and technology service organization, persistently seeking and implementing possible solutions to help improve the living environment, promoting and developing a protected and barrier-free society for the rights of Vietnamese persons with disabilities.

Independent living and social inclusion for persons with disabilities in Quang Tri

The Project aims to contribute to helping people with disabilities in Quang Tri province live independently and integrate into society, as well as improve the implementation of disability policies.

Social assistance and independent living

Enhancing access to care services and promoting community integration of people with disabilities in three provinces of Quang Tri, Thua Thien Hue and Quang Nam.

Promoting access to comprehensive support to Persons with Disabilities

The project aims to contribute to improving the quality of life of persons with disabilities through improving the quality and effectiveness of policy development and implementation for persons with disabilities; and promoting opportunities for participation in the labor market and career opportunities for persons with disabilities in target provinces.

Increased accountability to eliminate violence and discrimination against children with disabilities (AVAC)

The main aim of the project is to provide necessary interventions to empower children, including children with disabilities, of all gender identities, to participate meaningfully in decision-making processes and to be protected from all forms of violence.

Improving the quality of the life of persons with disabilities in provinces sprayed with agent orange in Vietnam

Contribute to improving the quality of life of people with disabilities in Binh Dinh and Kon Tum provinces through enhancing social integration and improving their ability to live independently.

The project aims to enhance the capacity of youth organizations, including those for youth with disabilities, promote their participation in youth activities at local, national, and international levels, foster active and sustainable youth engagement, and encourage sustainable cooperation among implementing organizations.

Strengthening the capacity to respond to gender-based violence against women and girls with disabilities in Nghe An province

The project aims to reduce gender-based violence against women and girls with disabilities in Nghe An province by enhancing the capacity of women and girls with disabilities and their communities to address gender-based violence, and by strengthening legal counseling and support for women and girls with disabilities.

Increasing the integration of persons with disabilities (PWDs) into society - “We can!”

The main purpose of the "We Can" project is to support people with disabilities in integrating into the community as independent citizens who are confident in themselves and their own strengths.

Advocate for universal coverage of assistive devices by state health insurance

People with disabilities in Vietnam, regardless of the type or severity of their disability, are provided with free health insurance cards by the state.

Raising voices, creating opportunities Project

The project "Enhancing Opportunities and Empowering People with Disabilities," funded by the United States Agency for International Development (USAID), is implemented in three provinces: Quang Tri, Quang Nam, and Thua Thien Hue.

Monitoring and evaluation, and policy advocacy for the implementation of the International Convention on the Rights of Persons with Disabilities

Specific Objective: Strengthen the capacity of organizations of people with disabilities in monitoring and evaluating the UN Convention on the Rights of Persons with Disabilities across the Northern, Central, and Southern regions of Vietnam.

Monitoring Education Rights for Girls with Disabilities in Vietnam (MRGD)

The purpose of this project is to disseminate in-depth knowledge about the right to education for girls with disabilities, enhance the capacity of women and girls with disabilities in monitoring disability rights, promote gender equality, and positively transform the awareness of both the community and people with disabilities regarding disability issues.

Inclusive Education

The purpose of the project is to improve inclusive education for children with disabilities by raising awareness about the rights of children with disabilities and inclusive education among relevant individuals, authorities, and communities, while also enhancing the capacity of decision-makers and developing pilot models.

Free legal counseling for persons with disabilities

Completely free for people with disabilities and caregivers of people with disabilities (when inquiring about issues related to people with disabilities).

Catus Blooming

Women with disabilities in the project areas will be empowered and their social standing enhanced through improved access to information on reproductive health care, delivered via targeted training sessions and the distribution of tailored educational materials.

Empowering Women and Girls with Disabilities

To reduce violence against women and girls with disabilities (WGWD) and promote their rights by raising awareness and building their capacity to respond to sexual violence.

Promote the rights of people with disabilities

To improve the quality and effectiveness of policy advocacy efforts, the project provides training on leadership, life skills, monitoring and evaluation, and policy advocacy for persons with disabilities, their families, persons with severe disabilities, women with disabilities, and potential leaders of Disabled People's Organizations (DPOs).

Empowerment Project for Women and Girls with Disabilities

This project was implemented over a four-month period, from November 2017 to February 2018, with two key objectives successfully achieved: (1) To raise awareness among women and girls with disabilities (WGWDs) in order to strengthen their voice in advocating for their rights; and (2) To improve local infrastructure to better protect girls with disabilities (GWDs) in public spaces from potential acts of violence. In this context, the public lighting system was selected for enhancement.

Midterm project review 2025: Positive outcomes and opportunities for persons with disabilities

2026 project planning workshop: Strengthening sustainability and expanding opportunities for persons with disabilities

As part of the 2026 Project Planning Workshop for the “Improving the quality of life of persons with disabilities in provinces sprayed with Agent Orange” Project, Humanity & Inclusion (HI), together with provincial Departments of Health, implementing partners, and local stakeholders, reviewed key achievements in 2025 and discussed directions for the coming year.

Connecting circles - A journey in mental healthcare

On October 11 and 12, 2025, in the communes of Cua Viet, Vinh Linh, and Ai Tu in Quang Tri province, three groups named "Hope," "Faith" and "Sustainability" launched the first group meeting in a series of five psychological support sessions dedicated to persons with disabilities and their family members facing emotional and mental difficulties. This activity marks the start of the psychological support group model under the project "Independent living and Social inclusion for persons with disabilities in Quang Tri province - Vietnam" implemented by the Action to the Community Development Institute (ACDC) and funded by Green Cross Switzerland (GCCH).

Accessibility for persons with disabilities at Hoai Nhon medical center

On 26 September 2025, the Action to the Community Development Institute (ACDC), in collaboration with the Gia Lai Department of Health, handed over a range of equipment for physical accessibility to Hoai Nhon Medical Center, helping persons with disabilities during medical examination, treatment, and rehabilitation services.

Over VND 500 million provided for livelihood support for persons with disabilities in Gia Lai

From 23rd – 30th September 2025, Action to the Community Development Institute (ACDC), in partnership with the Gia Lai Department of Health, delivered the first phase of more than VND 400 million (in a full package of VND 500 mil) to 40 households of persons with disabilities in the communes/wards of Tam Quan, Hoai An, Phu My Tay, Phu My Dong, An Luong, Tay Son, Binh Phu, Binh Hiep, Binh An and Binh Khe.

Quang Tri School for Children with Disabilities significantly reduces electricity costs after installing a Solar enery system

On October 3, 2025, Action to the Community Development Institute (ACDC), in coordination with the Quang Tri Provincial Organization of Persons with Disabilities, Agent Orange Victims, Sponsoring Persons with Disabilities and Protecting Children's Rights, organized the official handover and acceptance testing of the solar energy system at Campus 1 and Campus 2 of Quang Tri School for Children with Disabilities.

World cerebral palsy awareness day - Octorber 6th

World Cerebral Palsy Awareness Day (October 6th) aims to raise global awareness about cerebral palsy. This day provides an opportunity for the world to come together in recognition and solidarity with the 50 million persons living with cerebral palsy worldwide.

Quang Tri: Training on care skills for caregivers of persons with disabilities

From September 20 to 26, 2025, with the support and approval of the Quang Tri Provincial Department of Health, ACDC collaborated with two district Health Centers in Trieu Phong and Cam Lo to organize three training courses on “Care Skills for Caregivers of Persons with Disabilitie” in six communes: Cam Lo, Hieu Giang, Nam Cua Viet, Trieu Co, Trieu Binh, and Ai Tu.

Workshop on strengthening inter-sectoral coordination to ensure inclusion for trafficking victims with disabilities

On 23 - 24 September 2025, at Muong Thanh Luxury Can Tho Hotel, the Vietnam Federation on Disability (VFD), in collaboration with the Can Tho Disabled People’s Organization, Action to the Community Development Institute (ACDC), and the ASEAN – Australia Counter Trafficking Program (ASEAN-ACT), organized a workshop on “Strengthening Inter-Sectoral Coordination to Ensure Inclusion for Trafficking Victims with Disabilities.”

Quang Ngai: Improve the quality of life and social inclusion for persons with disabilities and their families

From 19 - 21 September 2025, Action to the Community Development Institute (ACDC) partnered with the Quảng Ngãi Department of Health to implement the activity “Direct support for persons with disabilities and their families to improve the quality of life and social inclusion”. The activity aimed to strengthen the independency in living skills and community inclusion of persons with disabilities through the usage of assistive devices, guidance on safe use, and appropriate rehabilitation exercises.
