From May 19th – 22nd, 2026, the Action to the Community Development Institute (ACDC), in collaboration with the Quang Tri Association of Persons with Disabilities, Agent Orange Victims, Social Protection for Persons with Disabilities, and Children’s Rights Protection, conducted an accessibility needs assessment at 38 households with persons with disabilities and Agent Orange victims, as well as 06 care and education facilities for persons with disabilities/Agent Orange victims and related units across Quang Tri Province. The activity aimed to assess accessibility conditions, living environments, and support needs for accessibility improvements tailored to each target household and facility.
The survey team directly assessed housing conditions , daily living conditions, and accessibility of facilities such as pathways, toilets, and daily living spaces. At the same time, they listened to the experiences and aspirations of households and facilities in order to propose support solutions that best meet actual needs.

The field survey revealed that many households were facing economic hardship, deteriorating housing, lack of accessible toilets, pathways with multiple steps, slippery floors, or the absence of supportive features such as handrails and ramps. These barriers significantly hinder the daily activities of persons with disabilities and Agent Orange victims. In addition, several care centers, rehabilitation facilities, and related units still lack essential accessibility features for persons with disabilities.
Mrs. L.T.V. from Cua Tung commune shared: “Our family uses a makeshift toilet behind the garden. Every time I need to use it, I have to rely on a cane or crawl there, which is very difficult.”

Meanwhile, Mrs. V.T.T. from Nam Hai Lang commune stated: “My family does not have a proper toilet facility. Every time we need to use the toilet, we have to go outside into the garden or bushes, which is extremely challenging.”
The survey results will serve as an important basis for selecting suitable households and facilities to receive support for renovating or constructing essential accessibility features such as accessible toilets, ramps, handrails, and other supporting facilities. These improvements aim to enhance quality of life, strengthen independent living capacity, and promote social inclusion for persons with disabilities and Agent Orange victims in the locality.
This activity is implemented by ACDC within the framework of the project “Independent living and social inclusion for persons with disabilities in Quang Tri, Vietnam” and the project “Enhancing livelihood and well-being of persons with disabilities in Quang Tri province, Vietnam, phase in 2026,” funded by Green Cross Switzerland (GCCH).
