More than VND 450 million in livelihood support has been provided to 45 households of persons with disabilities in Quang Ngai province in November 2025 – not only as financial assistance but also as an opportunity to build suitable employment, generate stable income, and strengthen confidence for a more proactive life.
“Activities in Quang Ngai are vivid evidence of ACDC’s commitment to building a society without barriers… We don’t just give fish, we teach how to fish – and beyond that, we build the river so they can fish for a lifetime.” – shared Ms. M.T.T, officer from Dak Ha Medical Center, expressing deep dedication and hope for the journey of supporting persons with disabilities in late 2025.
From 12 to 14 November 2025, the Action to the Community Development Institute (ACDC), in collaboration with the Department of Health of Quang Ngai province, handed over more than VND 450 million in Phase 1 livelihood support to 45 households of persons with disabilities in the communes and wards of Kon Tum, Dak Cam, Dak Bla, Ngok Bay, Dak Mar, Dak Ha, Dak Ui, Sa Binh, and Sa Thay. The total budget for the two-phase livelihood package amounts to over VND 600 million.

The livelihood models were diverse and tailored to each household’s specific conditions –including grocery sales, beverage stalls, small eateries, traditional brocade weaving, handicraft production, sewing training, machine repair toolkits, online clothing sales, livestock raising, and cultivation. Each household received between VND 10 and 20 million, covering both capital and essential livelihood inputs to start or expand small businesses while ensuring economic efficiency, sustainability, and replicability within the community.
Each model was developed based on a household-specific livelihood plan, supported by a technical team comprising livelihood and agriculture experts from Kon Tum College, commune/ward technical officers, and health workers responsible for managing persons with disabilities at the local level. This collaborative process ensured that each model was not only practical but also closely aligned with each household’s real needs and capabilities.

Immediately after receiving funding, households began implementing their business plans – purchasing tools and equipment, supplies, livestock, and seedlings. The initiative was highly appreciated by both persons with disabilities and local authorities, as it brought about stable income sources, created a foundation for long-term development, and supported better participation of persons with disabilities in community life.
The first outcomes of these livelihood models were reflected in the heartfelt words of participants:
Ms. L.H.T.U, a person with a disability from Kon Tum Ward, shared: “Thanks to the project’s support with a sewing machine and an overlock machine, I now have a job I can do from home that suits my health condition. I can manage my time and maintain a stable income.”
Mr. A.K, a person with a disability from Ngok Bay Commune, said: “I am very happy that the project team helped me set up a beverage stall at home. The support and encouragement from the local staff and project team gave me more confidence to start a business I had never imagined before.”
Mr. A.K, a person with a disability from Dak Ui Commune, expressed: “With the support of a high-capacity coffee irrigation machine and watering pipes, my family can now manage irrigation work ourselves without having to hire others. This helps the coffee trees grow better and will bring higher income for my family in the coming time.”
The activity in Quang Ngai is considered a practical step toward improving the quality of life of persons with disabilities, helping them build suitable and sustainable livelihood models and strengthening their roles within their families and communities. Following Phase 1, the project will continue to assess the effectiveness of livelihood funds and proceed with Phase 2 disbursement in December 2025, while supporting households to maintain and expand production and providing additional technical assistance to those with promising models.
This activity is implemented under the “Improving the quality of life of persons with disabilities in provinces sprayed with Agent Orange” Project in Gia Lai and Quang Ngai provinces (Inclusion IIb Project), funded by the U.S. Government, and managed by the National Action Centre for Toxic Chemicals and Environmental Treatment (NACCET) under the Ministry of National Defence. ACDC is one of the implementing partners under the management of Humanity & Inclusion (HI).
