Hue City: Survey on livelihood support needs for families with persons with disabilities

Following activities in Da Nang City and Quang Tri Province, the Action to the Community Development Institute (ACDC) coordinated with the Hue City Department of Health and the People’s Committees of Phu Bai, Phu Ho, Phong Dinh, and Thanh Thuy wards/communes to carry out home visits and a survey on livelihood support needs for 48 families with persons with disabilities in Hue City from August 13–14, 2025.

The purpose of the survey was to understand the current livelihood activities of persons with disabilities and their families, identify their needs, and explore the potential to develop suitable livelihood options. This will serve as a basis to select individuals with disabilities who meet the criteria to join the project’s livelihood groups. In addition, through consultations with local authorities, the project also had the opportunity to learn more about existing programs and plans that support the livelihoods of persons with disabilities. These inputs will help build practical livelihood plans that are aligned with the abilities and health conditions of persons with disabilities and consistent with local socio-economic development goals.

Based on the survey of 48 households and discussions with local units, results showed that most persons with disabilities are interested in diverse livelihood activities such as raising chickens, tailoring, running small grocery shops, opening breakfast or drink stalls, etc. The project will select 15 persons with disabilities or their families, based on project criteria, to develop livelihood plans and provide support. This effort aims to help persons with disabilities increase income, build independent lives, and confidently contribute to the community’s development.

This activity is part of the project “Improving the quality of life of persons with disabilities in provinces sprayed with Agent Orange” in Quang Tri, Hue City, and Da Nang City. The project is managed by the National Action Centre for Toxic Chemicals and Environmental Treatment (NACCET). ACDC is one of the implementing partners under the coordination of the Center for Creative Initiatives in Health and Population (CCIHP).

Ms. Nguyen Thi Linh Nham, Officer of the Social and Cultural Department of Phong Dinh Ward, shared: “I find the project’s approach to livelihood support very practical and useful for persons with disabilities in the community. Before providing support, the project conducted careful household-level surveys to identify needs and directions for livelihood development. This helps persons with disabilities feel more confident in their own capacity and participate more effectively in livelihood activities.”

Ms. Nguyen Thi Kim Anh, a person with disability in Phong Dinh Ward, said: “I sincerely thank ACDC for creating such an important turning point that helps many persons with disabilities live more independently and confidently move forward in life. I also hope the project will continue to provide more support and opportunities so that persons with disabilities can develop livelihoods, create jobs, and earn a stable income to improve their lives.”

Quang Tri: Launch of Mental Health Support Groups for Persons with Disabilities and Family Members in 2026

To strengthen mental health support for persons with disabilities and their family members, on June 10th and 12th, 2026, the Action to the Community Development Institute (ACDC), in coordination with the Department of Health, organized the first meetings of three mental health support groups in Vinh Hoang, Gio Linh, and Trieu Phong communes. The activity is part of the project “Independent living and social inclusion for persons with disabilities in Quang Tri, Vietnam” funded by Green Cross Switzerland (GCCH) through ACDC.
