On October 9, 2026, Ms. Nguyen Thi Lan Anh, Director of the Action to the Community Development Institute (ACDC) and full-time Vice President of the Vietnam Federation on Disability (VFD), attended the training programme entitled “Implementing the Plan to Strengthen the Effective Implementation of the Convention on the Rights of Persons with Disabilities and the Programme to Support Persons with Disabilities for the 2026–2030 Period”, organised by the Department of Social Assistance under the Ministry of Health in Quang Ninh Province.
The programme brought together representatives of central ministries and agencies; provincial Departments of Health; social protection centres, social work centres and rehabilitation centres in localities; as well as organisations of and for persons with disabilities. In his opening remarks, Mr. Cao Van Thanh, Deputy Director General of the Department of Social Assistance under the Ministry of Health, emphasised the objectives and requirements of the training programme, which aims to translate tasks, responsibilities and policy implementation measures into concrete actions for the 2026–2030 period.

During the programme, participants were introduced to the key contents of Decision No. 916/QD-TTg and Decision No. 2559/QD-BYT. They also discussed solutions in healthcare, community-based rehabilitation, inclusive education, accessibility of public facilities and transport, while sharing experiences in policy implementation at the local level.
During the discussion sessions, many participants shared their views and recommendations to improve the effectiveness of policy implementation. Mr. Dang Van Thanh, Standing Vice President of VFD, appreciated the new directions, particularly the target of having organisations of persons with disabilities in 80% of provinces and cities. He emphasised that although Vietnam has adopted many progressive policies, some have yet to be effectively translated into practice. Therefore, greater attention must be paid to implementation outcomes to ensure that persons with disabilities can genuinely benefit from these policies.

Contributing to the discussions, Ms. Nguyen Thi Lan Anh emphasised that policy effectiveness should be evaluated based on the actual accessibility and benefits experienced by persons with disabilities. She called for a clearer roadmap for reviewing health insurance policies concerning rehabilitation and assistive devices. She also recommended that inclusive education be evaluated not only by school attendance rates but also by the quality of education and the learning process. In addition, she highlighted the need to assess the accessibility of public facilities and transport as a continuous, interconnected chain, alongside strengthening the participation of persons with disabilities and their representative organisations in monitoring policy implementation.
Through this programme, ACDC continues to contribute practical recommendations to help bridge the gap between policy and implementation and promote the meaningful participation of persons with disabilities.
