Observed annually on 3 December, the International Day of Persons with Disabilities is an occasion for the international community to recognize the contributions of persons with disabilities, raise awareness of their rights, and mobilize support for efforts towards a more inclusive, accessible and equitable society. In 2026, the observance holds particular significance as it marks the 20th anniversary of the adoption of the Convention on the Rights of Persons with Disabilities (CRPD) by the United Nations General Assembly. This year's theme is “The CRPD at 20: Building on Progress, Advancing the Future”.

Adopted by the United Nations General Assembly on 13 December, 2006, the CRPD marked a historic milestone in international efforts to promote and protect the rights of persons with disabilities. As a landmark international human rights treaty, it establishes a comprehensive framework for promoting, protecting and ensuring the full and equal enjoyment of all human rights and fundamental freedoms by persons with disabilities, while affirming their right to participate fully and effectively in all aspects of society on an equal basis with others.

The CRPD has helped transform the way disability is understood and addressed, shifting away from charity and medical-based approaches towards a human rights-based approach grounded in dignity, equality, autonomy and full participation. Under this approach, persons with disabilities are recognized as rights-holders, with the right to make their own decisions, express their views and participate in decisions that directly affect their lives. Accordingly, ensuring the rights of persons with disabilities is not solely the responsibility of government authorities. It also requires the active engagement of civil society organizations, businesses, communities, persons with disabilities themselves, and their representative organizations.

Over the past two decades, the Convention has provided an important foundation for countries to strengthen their legal and policy frameworks, enhance rights protection and expand opportunities for persons with disabilities to participate in various areas of life, including education, healthcare, rehabilitation, employment, transportation, access to public facilities, and cultural and social activities. These efforts have contributed to greater awareness of disability rights, strengthened the participation of persons with disabilities in policymaking processes, and reaffirmed the importance of identifying and removing barriers in the environment and society.

However, the recognition of rights in legislation and policies is only the first step. In practice, persons with disabilities continue to face barriers relating to physical infrastructure, transportation, information and communications, education, employment, and access to essential services. The persistent gap between commitments and implementation highlights the need for further concrete action to ensure that policies are effectively implemented and that persons with disabilities can genuinely access and enjoy their rights.

Under the 2026 theme, the International Day of Persons with Disabilities calls on the international community to reflect on the historic significance of the CRPD, take stock of the progress and achievements made over the past two decades, and identify ways to strengthen the implementation of the Convention in the years ahead. It also provides an opportunity for countries and stakeholders to reaffirm their commitments, strengthen cooperation and take collective action towards a more inclusive, accessible and equitable world for all.

Turning commitments to rights into reality requires ensuring the meaningful participation of persons with disabilities in the development, implementation and monitoring of policies; improving accessibility in the physical environment, transportation, information and communications; and promoting equal opportunities in education, employment and social life. Above all, the voices and lived experiences of persons with disabilities must be heard, respected and reflected in decisions that concern them.

In observance of the International Day of Persons with Disabilities on 3 December 2026, the Action to the Community Development Institute (ACDC) reaffirms its commitment to advancing the rights of persons with disabilities, strengthening their meaningful participation and that of their representative organizations, and helping bridge the gap between policy and practice. Building on the progress achieved through the CRPD over the past 20 years is not simply about reflecting on how far we have come; it is a shared responsibility to translate commitments into concrete action and advance towards an equal and inclusive society where everyone has the opportunity to participate and thrive.
