As part of projects funded by Green Cross Switzerland (GCCH) through the Action to the Community Development Institute (ACDC), from September to October 2026, ACDC coordinated with relevant organizations to install solar power systems at facilities providing care, education, vocational training, and support for persons with disabilities in Quang Tri Province and Hue City.

Solar panels installed on the roof of a beneficiary facility ensure a reliable power supply for activities supporting and caring for persons with disabilities
The four selected facilities were the Quang Tri Provincial Day Care Center for Persons with Disabilities and Agent Orange Victims; the Gio Linh Rehabilitation Center for Children with Disabilities in Quang Tri Province; Thuan Loc Primary School; and Vinh Ninh Primary School. These facilities were selected based on the results of an on-site survey conducted by ACDC in coordination with local partners in May 2026 to assess infrastructure conditions, electricity needs, and the feasibility of installing the systems at each location. Throughout the implementation process, ACDC, the beneficiary facilities, and the consulting unit worked closely together and regularly monitored the installation process to ensure that the systems met technical requirements, suited actual conditions, and addressed the electricity needs of each facility.
The introduction of solar power systems helps provide additional electricity for care, education, rehabilitation, and support activities for persons with disabilities. At the same time, this solution enables the beneficiary facilities to gradually reduce electricity expenses, ease operating costs, and increase the use of clean, environmentally friendly energy.

Ms. Vo Thi Tu Khanh, Principal of Thuan Loc Primary School in Hue City, shared: “Thuan Loc Primary School currently has three classrooms for special education classes. Our monthly electricity bills are quite high, especially during the peak hot season when fans and air conditioners need to be used frequently. Since we started using this system, we have found it very convenient, and the equipment has been operating stably. Every day, the electricity generated by the solar power system meets 80% to 90% of our electricity needs. With support from the project, the school and students’ parents will be able to further reduce their monthly electricity expenses.”

Mr. Nguyen Cong Vy, Director of the Quang Tri Provincial Day Care Center for Persons with Disabilities and Agent Orange Victims, shared: “We sincerely appreciate the care and support of the Quang Tri Association of Persons with Disabilities, Agent Orange Victims, Social Protection for Persons with Disabilities and Child Rights Protection, and ACDC in helping install the solar power system at our Center. This system significantly reduces electricity expenses, particularly those associated with operating detoxification equipment, which consumes a large amount of electricity. As a result, the Center will have greater resources to improve the quality of healthcare for persons with disabilities, Agent Orange victims, and former soldiers receiving care here.”
This activity is also part of ACDC and GCCH’s ongoing efforts to improve support conditions for persons with disabilities while integrating environmental protection and sustainable energy solutions into project implementation in local communities.
