1. PURPOSE

The pandemic has been and is going to have a significant impact on the participation in social activities of persons with disabilities, as well as the monitoring role of the Organizations of Persons with Disabilities. With a lot of enthusiastic sharings and comments at the workshop on December 3, we can see that persons with disabilities have been coping with many difficulties and challenges in the context of Covid-19. Luckily, there are adaptable solutions and opportunities for their better participation. Hence, to search for  effectively equal participation of persons with disabilities to adapt in and after the pandemic, Action Community Development Institute (ACDC) launched the Initiative Contest “Disability Inc and Covid-19 Adaptation”. For this contest, we call for the participation of not only persons with disabilities and their community, but also the whole society to promote disability incl in the context of the “new normal”.

We hope that this contest will attract the attention of the community and widely share the message of leadership, and effective participation of persons with disabilities. It is also expected to promote the role and contribution of the young generation in supporting the persons with disabilities community in Vietnam.

2. THEME, SCOPE AND PARTICIPANT

  1. Theme

Responding to the theme of the International Day of Persons with Disabilities 2021, the theme for this contest is: Solutions to promote disability inc and participation of persons with disabilities in the context of adaptation to the “new normal”.

Participants’ initiatives should focus on 03 main areas:

  • Accessible transportation;
  • Medical care for persons with disabilities;
  • Education for persons with disabilities;
  1. Eligible participants: are one of the following Vietnamese organizations:
  • Social organizations supporting persons with disabilities
  • Organizations of persons with disabilities (OPDs) have legal status
  • Clubs/branches/groups of persons with disabilities that have the consent of sponsors from persons with disabilities’ organizations with the legal status of which the clubs/branches/groups are member units.

3. Contest scope: All initiatives and products must be created and implemented in Vietnam.

4. Contest period:

  • The contest is officially launched from December 10, 2021, to the end of April 18, 2022.
  • Applications will be received from December 20, 2021, to 11:59 p.m. (GMT+7) on February 28, 2022.
  • The grading period will start from March 1, 2022, to April 10, 2022
  • The award will be announced on Vietnamese Day of Persons with Disabilities (April 18, 2022).

5. Awards:

There are 02 types of awards:

  • 08 awards voted by the Board of Examiners
  • 01 award voted by the internet community

The total award value is up to 200,000,000 VND. Simultaneously, participants will have the opportunity to receive cost support or connect with potential units to implement their initiatives in reality.

5. PARTICIPATION FORM

  1. Expression form

Organizations interested in the contest choose one or more areas that the Organizing Committee offers, develop initiative proposals on their own, product designs, images based on the selected topic and send them to the Organizing Committee.

  1. If the initiatives are project proposals/programs/activities/services: Participants should submit written documents to explain more particularly (using the form);
  2. If the initiatives are products (such as computer software, tools, equipment, etc.,): Participants should submit products’ images and explanatory documents.

6. Entry profile includes:

  1. Initiatives’ description:
  1. If the initiatives are project proposals/programs/activities/services: A written explanation of the initiative (according to Appendix 01);
  2. If the initiatives are products (such as computer software, tools, equipment, etc.,): An explanation of the product (according to Appendix 01). Or the contestants can submit some additional documents such as (1) photos of the process of creating initiatives, how to use them in practice, etc., (2) short video on development/improvement and usage;
  1. A financial proposal for the initiative’s implementation (according to Appendix 02); and
  2. A scanned copy of the organization's decision on establishment or operation registration or certificate of sponsorship (for clubs/branches/groups of persons with disabilities).

Notes:

  • All documents related to the initiatives should be written in Vietnamese language, Times New Roman font, font size 12.
  • For participants submit documents via email: documents describing the initiatives are submitted in PDF and Word formats, and the financial proposals are submitted in Excel format;
  • For participants submit documents by post: all submitted documents should be stamped;
  • The currency used in the financial proposals is VND;
  • Proposed budget does not exceed 100,000,000 VND;
  • It is highly recommended for participants to provide relevant information and documents clarifying the initiatives (images, video clips, etc.). If the initiatives are sent by email, please attach this information and documents directly in the email or link to sites that host them online.

7. Number of entries

Only 01 entry profile can be submitted per organization. Entries can offer solutions for many of the areas in Section 1.

8. Submission

Participants can submit entry profiles in one of two ways:

  • Via email at sangkien@acdc.org.vn. Email subject: Initiative contest “Disability incl and Covid-19 adaptation” – Participant’s name (abbreviation) – Initiative’s name;

Deadline: 11:59 p.m (GMT+7) on February 28, 2022

  • Or by post to the address: Action Community Development Institute – Room 905, Dream Home Center Apartment, 11A Alley 282 Nguyen Huy Tuong, Thanh Xuan, Hanoi. The content on the envelope clearly states: Entry Profile of the Initiative contest “Disability incl and Covid-19 adaptation” – Participant’s name – Initiative’s name.

Deadline: 5:00 p.m. on February 28, 2022

Participants will receive an email/phone call/notification from the Organizing Committee in the next week from the date of receipt of the application.

9. EVALUATION CRITERIA AND INVALID CRITERIA

  1. Basic evaluation criteria
  • Right focus on the contest theme;
  • Contents are creative, concise, easy to understand, and relevant to given areas;
  • Initiatives are practical and scalable;
  • The estimated budget for implementing the initiative does not exceed 100,000,000 VND;
  • Cultural factors are ensured and no gender discrimination in the proposed content.
  1. Invalid criteria
  • Initiatives by individuals;
  • Initiatives not consistent with the given areas;
  • Initiatives are in disputes over copyright or have decisions about copyright infringement
  • Initiatives contain incomplete documents and are submitted after the deadline;
  • The participating organization is in the process of dissolution, is concluded to be in bankruptcy or insolvent debt under Vietnamese law;
  • Entries with proposals for prohibited construction/activities/goods/services under Vietnamese law;
  • The organization has signs of violating the law or is on the list of banned from participating in transactions by the Vietnamese government.

10. OTHER REQUIREMENTS

  • The Organizing Committee has the full right to use initiatives’ images and information for communication purposes;
  • The initiative has never won a prize in any contest;
  • The participating organization must take the responsibility for the accuracy of the information provided to the Organizing Committee;
  • The participating organizations own the copyright on the entries. The Organizing Committee is not responsible in case of copyright disputes or complaints. If the winning initiative is found to violate the contest rules, the organizers will cancel the results and withdraw the prizes.

ACDC is looking forward to receiving innovative, feasible, and effective initiatives from organizations of and for persons with disabilities, social enterprises supporting persons with disabilities, and other non-public organizations working in the field of disability, to promote adaptation, and sustainability for all.

Quang Tri: Advanced training on psychological support for persons with disabilities and their families

From August 14 - 16, 2025, in Quang Tri Province, Action to the Community Development Institute (ACDC), in collaboration with the Quang Tri Provincial Department of Health, organized an advanced training on psychological support for persons with disabilities and their family members. This activity followed the basic training held in July 2025 and is part of the project “Independent living and social inclusion for persons with disabilities in Quang Tri, Vietnam”, funded by Green Cross Switzerland (GCCH).

Hue City: Survey on livelihood support needs for families with persons with disabilities

Following activities in Da Nang City and Quang Tri Province, the Action to the Community Development Institute (ACDC) coordinated with the Hue City Department of Health and the People’s Committees of Phu Bai, Phu Ho, Phong Dinh, and Thanh Thuy wards/communes to carry out home visits and a survey on livelihood support needs for 48 families with persons with disabilities in Hue City from August 13–14, 2025.
