International Day of People with Disabilities 2021: Leadership and participation of persons with disabilities toward an inclusive, accessible and sustainable post-COVID-19 world

Today, the world population is over 7 billion people and more than one billion people, or approximately 15 per cent of the world’s population, live with some form of disability; 80 per cent live in developing countries.

The annual observance of the International Day of Disabled Persons was proclaimed in 1992 by United Nations General Assembly resolution 47/3. It aims to promote the rights and well-being of persons with disabilities in all spheres of society and development, and to increase awareness of the situation of persons with disabilities in every aspect of political, social, economic and cultural life.

The theme for IDPD this year is “Leadership and participation of persons with disabilities toward an inclusive, accessible and sustainable post-COVID-19 world.”

United Nations Disability Inclusion Strategy

When launching the United Nations Disability Inclusion Strategy in June 2019, the Secretary-General stated that the United Nations should lead by example and raise the Organization’s standards and performance on disability inclusion - across all pillars of work, from headquarters to the field. 

The United Nations Disability Inclusion Strategy provides the foundation for sustainable and transformative progress on disability inclusion through all pillars of the work of the United Nations. Through the Strategy, the United Nations system reaffirms that the full and complete realization of the human rights of all persons with disabilities is an inalienable, integral and indivisible part of all human rights and fundamental freedoms.

In recognition of this commitment, the Secretary-General submitted in October 2020, the first comprehensive report on steps taken by the United Nations system to mainstream disability inclusion and implement the Strategy since its launch.

86 persons with disabilities and agent orange victims receive prosthetic limbs and orthotic devices in Hue city

On 13 – 14 August 2026, Action to the Community Development Institute (ACDC), in coordination with the Hue City Association for the Protection of People with Disabilities and Orphans and relevant agencies, completed the provision of prosthetic limbs and orthotic devices to 86 persons with disabilities and Agent Orange victims in 11 communes and wards across Hue City. This activity followed the prosthetic and orthotic fitting and trial process conducted in July 2026. The activity was implemented under the project “Livelihood Support and Quality of Life Improvement for Persons with Disabilities and Agent Orange Victims in Hue City,” funded by Green Cross Switzerland (GCCH) through ACDC.

From "care" to "Inclusion": Key highlights of the master plan for the implementation of the program for assistance to persons with disabilities for the 2026 - 2030 period

On August 11, 2026, the Ministry of Health issued Decision No. 2559/QD-BYT on the Master Plan for the implementation of the Program for Assistance to Persons with Disabilities for the 2026–2030 period. The Plan concretizes the objectives of the Program for Assistance to Persons with Disabilities for the 2021–2030 period, while strengthening the implementation of the United Nations Convention on the Rights of Persons with Disabilities (CRPD) and relevant recommendations of the Committee on the Rights of Persons with Disabilities. 65 years of the agent orange disaster in Vietnam: ACDC continues to stand with agent orange victims in Hue and Quang Tri

On the occasion of the 65th anniversary of the Agent Orange Disaster in Vietnam (August 10, 1961 – August 10, 2026), Ms. Nguyen Thi Lan Anh, Director of the Action to the Community Development Institute (ACDC), attended commemorative activities organized by the Association for Victims of Agent Orange/dioxin in Hue City and Quang Tri OPD. Through these activities, ACDC continues to play an important role in mobilizing resources and coordinating with local organizations to support persons with disabilities, Agent Orange victims and their families in improving living conditions, enhancing access to essential services and promoting social inclusion.
