Quang Tri: Conference to implement the program to help persons with disabilities in the period of 2021 - 2030

Within the framework of the project "Strengthening opportunities and enhancing the status of persons with disabilities" funded by the United States Agency for International Development (USAID), on June 29, 2021, ACDC and the Association of Persons with Disabilities, Vietnam Association for Victims of Agent Orange, Disability Protection and Child Rights Protection in Quang Tri province jointly organized a conference to implement the disability assistance program in the period of 2021 - 2030 in Quang Tri.

Mr. Thai Vinh Thu – Chairman of the Provincial Association of Persons with disabilities, NNDC, BTNKT and Provincial Health Insurance and Mr. Nguyen Tri Thanh – Head of Social Insurance Department of the Provincial Department of MOLISA chaired and operated the conference. The activity was attended by representatives of the MOLISA department of 9 districts/towns/cities and officials of the Association of Persons with Disabilities, NNDC, BTNKT and BVQTE along with members who are disabled in the province's source teaching group.

At the conference, Mr. Thai Vinh Lieu introduced the main contents of directive No. 39/CT-BBT dated September 11, 2019, of the Secretariat on strengthening the Party's leadership on the work of persons with disabilities and summarized the new points of Decision No. 1190/QD-TTg promulgating the Disability Assistance Program for the period 2021-2030.

Delegates also listened to Mr. Nguyen Tri Thanh present his plan to implement the program to help persons with disabilities in Quang Tri province in the period of 2021-2030. In addition, he also shared a summary of some key points on decree No. 20/2021/ND-CP on the provision of social assistance policies for social protection subjects. He emphasized: "The Department has sent a letter of guidance to the MOLISA department of districts to promptly deploy to beneficiaries as instructed by the Decree. MOLISA departments in the district should actively plan implementation, the Association of Persons with disabilities should coordinate with the MOLISA industry to monitor the implementation process."

Mr. Thai Vinh Lieu also shared: "The contents of the 1190 program have paid attention to the International Convention of Persons with Disabilities including the rights of persons with disabilities, the contents are more specific, in line with reality to implement to improve the quality of life of persons with disabilities. The Association also proposed to the Department of MOLISA to coordinate and support the implementation to bring the best benefits to the vulnerable in general and persons with disabilities in particular."

This conference helps departments and the Association of Persons with disabilities to understand the common goals, specific goals, and contents of the 1190 program and plan number 47 of Quang Tri People's Committee from which they can develop a specific plan to help persons with disabilities in the next 10 years in the most effective way.

Connecting circles - A journey in mental healthcare

On October 11 and 12, 2025, in the communes of Cua Viet, Vinh Linh, and Ai Tu in Quang Tri province, three groups named "Hope," "Faith" and "Sustainability" launched the first group meeting in a series of five psychological support sessions dedicated to persons with disabilities and their family members facing emotional and mental difficulties. This activity marks the start of the psychological support group model under the project "Independent living and Social inclusion for persons with disabilities in Quang Tri province - Vietnam" implemented by the Action to the Community Development Institute (ACDC) and funded by Green Cross Switzerland (GCCH).
