TERMS OF REFERENCE

SELECTION OF SUPPLIERS OF EQUIPMENT, MATERIALS, GOODS, AND BREEDING STOCK FOR LIVESTOCK ACTIVITIES FOR PERSONS WITH DISABILITIES

Hanoi, October 1, 2025

The Action to the Community Development Institute (ACDC) is a non-governmental and disability organization in Vietnam that has been working with government agencies, persons with disabilities (PWD), and their organizations to promote and protect the rights of persons with disabilities and ensure their social inclusion in all aspects of life.

The project " Enhancing livelihood and well-being of persons with disabilities in Quang Tri province, Vietnam", implemented by ACDC with funding from Green Cross Switzerland, aims to enhance independent living capacity and improve the level of social inclusion of persons with disabilities in Quang Tri province.

Within the framework of this project, ACDC seeks qualified suppliers to provide equipment, materials, goods, and breeding stock to support livestock activities for persons with disabilities in Quang Tri province. The specific information is as follows:

1. Activity Objective

To provide equipment, materials, goods, and breeding stock to support livestock activities, thereby improving income and community inclusion for persons with disabilities, contributing to achieving the overall goal of the project “Improving the Quality of Life of Persons with Disabilities in Quang Tri Province”.

2. Target Group

Households of persons with disabilities selected to participate in the livelihood support activities under the project framework.

3. Delivery Location and Time

Goods will be delivered and accepted at the homes of persons with disabilities in Quang Tri province. Delivery time: As agreed upon by both parties.

4. Service Requirements

Suppliers must meet the following criteria:

For general goods (including equipment, tools, materials, medicines, animal feed, probiotics, etc.):

• Goods must be 100% new, genuine, and unused;
• Quality must meet specifications and technical standards, in compliance with ACDC’s requirements and current regulations;
• Prices must be consistent with market rates;
• Goods must be accompanied by valid quality assurance or warranty certificates;
• Medicines, probiotics, vitamins, and biological products must have at least 12 months of shelf life from the date of delivery, with clear labeling, usage instructions, and dosage information;
• Animal feed must have published product quality standards or certified specifications, ensuring appropriate nutrition for each type of livestock;
• For imported goods, the supplier must provide certificates of origin and quality.

For breeding stock:

• Animals must be healthy, active, free from deformities and infectious diseases, and suitable for local breeding conditions;
• Must have valid veterinary quarantine and vaccination certificates issued by competent authorities;
• Must have clear origin and records, indicating legal breeding farms or suppliers;
• Age, weight, breed, and sex must meet ACDC’s approved technical requirements;
• The supplier is responsible for proper transportation and safe delivery of the animals;
• Replacement or compensation is required for animals that die, become sick, or fail to meet standards within the agreed period after handover (as per contract terms).

5. Supplier Selection Criteria

• Must have legal status and be lawfully operating in the field of providing equipment, materials, goods, and breeding stock for livestock activities;
• Commitment to provide goods in the correct quality and quantity as stated in the attached Annex;
• Commitment to timely delivery according to mutual agreement; any change in schedule must be notified and approved by ACDC;
• Responsibility for ensuring the quality of supplied goods and consistency with the declared origin and specifications;
• Demonstrated cooperation and coordination with the project to ensure effective implementation;
• Prices for goods and installation must comply with the approved project budget;
• Experience in supplying similar goods for community development projects.
