April 18th each year is observed as the Vietnam Day of Persons with Disabilities under the Law on Persons with Disabilities (2010). In 2026, the Ministry of Health announced the theme “Advancing the Participation Rights of Persons with Disabilities – Driving Transformative Development” to raise awareness and promote action across society.

This year’s theme emphasizes the role of persons with disabilities as active agents of development. Rather than being merely beneficiaries of policies, persons with disabilities can participate, contribute, and innovate when provided with appropriate opportunities and support.

Participation Rights – A Key Driver of Development

The right to participation includes access to education, employment, and social services, as well as the opportunity to be heard and involved in decisions that affect one’s life.

Ensuring the full and effective participation of persons with disabilities enables them to realize their potential, live independently, and contribute to their communities. Conversely, barriers related to the physical environment, information accessibility, and social stigma continue to limit their opportunities.

Turning Policy into Action

In observance of the Vietnam Day of Persons with Disabilities, the Ministry of Health has called on local authorities to strengthen communication and awareness-raising efforts; organize workshops and forums; mobilize resources; and create employment opportunities for persons with disabilities.

In addition, cultural, sports, networking, and exhibition activities are encouraged to provide opportunities for persons with disabilities to showcase their talents and contributions to society.

Spreading the Message Through Action

Over the years, the Vietnam Federation on Disability (VFD) and ACDC have carried out a wide range of practical initiatives in observance of the Vietnam Day of Persons with Disabilities.

These efforts have focused on raising public awareness, promoting accessibility and inclusion, supporting livelihoods, expanding employment opportunities, and creating enabling conditions for persons with disabilities to actively participate in social life.

Through these programs and initiatives, persons with disabilities are not only supported but also empowered to raise their voices, demonstrate their capabilities, and affirm their role within their communities.

From 12 - 15 June 2026, the Action to the Community Development Institute (ACDC), in coordination with the Gia Lai Provincial Department of Health, Hoai Nhon Medical Center, Phu My Medical Center, and local commune health stations, implemented the activity “Direct Support for Persons with Disabilities and Their Families to Improve Living Conditions and Social Inclusion” in five communes and wards: Hoai Nhon, Hoai Nhon Bac, Tam Quan, Phu My Nam, and Phu My.

Quang Tri: Launch of Mental Health Support Groups for Persons with Disabilities and Family Members in 2026

To strengthen mental health support for persons with disabilities and their family members, on June 10th and 12th, 2026, the Action to the Community Development Institute (ACDC), in coordination with the Department of Health, organized the first meetings of three mental health support groups in Vinh Hoang, Gio Linh, and Trieu Phong communes. The activity is part of the project “Independent living and social inclusion for persons with disabilities in Quang Tri, Vietnam” funded by Green Cross Switzerland (GCCH) through ACDC.
