On May 18th 2023, in Tam Ky city, Quang Nam province, the Action to the Community Development Institute (ACDC) organized the meeting to launch the project “Improving the quality of the life of persons with disabilities in provinces heavily sprayed with Agent Orange in Vietnam” abbreviated as Project Inc..., phase 2023 – 2024, with the purpose to introduce about the project and its implementation plan in 4 districts: Que Son, Thang Binh, Duy Xuyen, Tien Phuoc within Quang Nam.

Participating in the appointment were Mrs. Nguyen Thi Lan Anh, Director of the ACDC Institute; Mrs. Doan Thi Hoai Nhi, Vice Director of the Department of Labor, Invalids and Social Affairss in Quang Nam province; Mr. Duong Ngoc Vinh –Vice Director of the Quang Nam Health Department; Mr. Hua Quoc Dung, President of the Organization of Persons with Disabilities; representative of the Organization of Victims of Agent Orange, Quang Nam Women’s Union; together with representatives of the People’s Committee, Department of Labor, Invalids and Social Affairs, Health centres of 4 districts involved in the project.

The project “Improving the quality of the life of persons with disabilities in provinces heavily sprayed with Agent Orange in Vietnam” by United States Agency for International Development (USAID) guaranteed funding within year 2022 – 2026. The Action to the Community Development Institute (ACDC) is one of many partners implementing this project in 2022 in 3 districts: Duy Xuyen, Thang Binh and Tien Phuoc with 2 objectives: (1) To expand social service, increase the support in inc... and implement direct support to alleviate the living quality of persons with disabilities and (2) To improve the policy, crowd awareness, minimize the barrier, ensure the social inc... of persons with disabilities. In 2023, ACDC continues to be the unit that implements the Inc... Project at Quang Nam and additionally participates in some Healthcare objectives: Expand the Healthcare support and functional recovery service, healthcare and living quality enhancement of persons with disabilities.

The meeting had the participation of representatives of the Board, Fields,…, Mrs Nguyen Thi Lan Anh – Director of the ACDC Institute, had announced the opening and illustrated about the activities’ result of the Project in 2022, as well as shared some difficulties and advantages. For the new period of 2023-2024, objectives have been introduced as well as advantages and obstables of the upcoming im project. Besides, Mrs. Doan Thi Hoai Nhi expressed her support in activities of the project as a coordinating agency by introducing them to relevant heads, departments and agencies, especially 4 district units of the project.

The project launch meeting is a significant milestone, laying the foundation for the success of the project implementation. It helps establish the unity, consensus, shared understanding among all relevant stakeholders and determines the objectives, scope, plan and structure of the project. By making effective use of the meeting, all relevant sides of the project can start implementing plans as set out in the proposed Annual Plan. This form a basis for cooperation, development and mutual assistance throughout subsequent activities’ execution.

During this phase, the project provided more than 200 million VND, bringing the total investment in livelihood models for persons with disabilities to over 800 million VND.

In June 2026, the Action to the Community Development Institute (ACDC), in collaboration with the Quang Tri Provincial Department of Health, organized the activity “Home-based Rehabilitation Intervention (First Round) and Assessment of Needs and Prescription of Assistive Products for Persons with Disabilities.” The activity was conducted in two phases, from 12–16 June and 19–23 June 2026, across 13 communes and wards in Quang Tri Province.

U.S. Embassy and NACCET delegation visits inclusion 2B project implementation sites

From 22 – 24 June 2026, a delegation from the U.S. Embassy in Vietnam and the National Action Center for Toxic Chemicals and Environmental Treatment (NACCET) conducted a regular monitoring visit to the Inclusion 2B Project in Quang Ngai Province. The visit was organized within the framework of the project funded by the U.S. Government through the U.S. Department of State in Vietnam.
