Thua Thien Hue: The first home visit and consultation on independent living for persons with disabilities

Continuing the series of home visits and consultations on independent living, on October 5th, 2022, the ACDC in collaboration with the Project Management Unit and other stakeholders organized a home visit of 16 households of persons with disabilities in Quang Phu, Quang Vinh, Quang Tho communes and Sia Town, in Quang Dien district, Thua Thien Hue province. As in previous home visits, members of the counseling group this time include social and cultural officers, health staff, and members of OPDs.

Through the survey, the items that have not been accessible, and the problems that persons with disabilities encounter on daily basis were discovered and promptly counseled by the officials. In terms of independent living, the staff counseled on basic rehabilitation exercises, and simple exercises at home and guided to change appropriate assistive devices.  Furthermore, persons with disabilities are also encouraged to enhance communication with people around them and participate in local and social activities to share and live more actively. Besides, the consultation of physical accessibility has been specifically guided such as arranging optimal space for travel, renovating several items such as installing toilets handrails and handrails at the entrance, adding steps, widening aisles, etc. These improvements not only contribute to creating a convenient space for traveling in the house but also minimize the risk of accidents for persons with disabilities. Regarding policies related to persons with disabilities, the officials futher counseled on loan procedures, and livelihoods They introduced suitable jobs for each person with disabilities as well as vocational training programs available locality.

Through the first home visit, the participating officers had the opportunity to apply the knowledge gained in practice as well as practice counseling skills and grasp more information about the household's circumstances, which could support persons with disabilities better.

The activity has received positive feedback:

Mr. H.D.D – a person with a disability in Quang Dien district, shared “I’d like to say “thank you” to the officials and the project for visiting my house and taking care of persons with disabilities like us, I will take note and try to overcome some things according to the consultation given by the officials”.

Ms. T.T.T.N – social and cultural officer of Quang Dien District shared, “I think this is a deeply humane activity. I hope that these consultations could help persons with disabilities become confident, live independently and assist     them overcome social barriers, and rise up.”

This is a practical activity to improve the ability of persons with disabilities in independent livin within the framework of the second year of the project “Raising voices, creating opportunities for persons with disabilities in the period of 2021 - 2024” funded by the United States Agency for International Development (USAID). The project and officials will continue to monitor and visit these households for the second time in the near future.

A series of major storms and floods – No. 10, 11, 12, and 13 – in late 2025 devastated large areas of northern, central, and Central Highlands provinces, leaving tens of thousands of households submerged, losing property, and facing disrupted livelihoods. Persons with disabilities, who are among the most heavily affected groups due to limited mobility and reduced capacity to respond to emergencies, were identified as those in urgent need of assistance.

More than VND 450 million in livelihood support has been provided to 45 households of persons with disabilities in Quang Ngai province in November 2025 – not only as financial assistance but also as an opportunity to build suitable employment, generate stable income, and strengthen confidence for a more proactive life.
