“Not everyone can have a means of living to become wealthy, but when given the livelihood opportunity, they realize that they can do it – and that is the most valuable thing.” – Ms. Nguyen Thi Lan Anh, Director of the Action to the Community Development Institute (ACDC).

Speaking at the Midterm Review Workshop of the “Improving the quality of life of persons with disabilities in provinces sprayed with Agent Orange” Project, Ms. Nguyen Thi Lan Anh emphasized the value of opportunity and trust – the guiding spirit running through ACDC’s support for persons with disabilities.

Dr. Do Ngoc Hoa, Deputy Director of the Quang Ngai Department of Health, delivers a speech at the 2025 mid-year review meeting

On 15 October 2025, the 2025 Midterm Review Workshop took place in in Quy Nhon Ward, Gia Lai Province, with the participation of representatives from the National Action Centre for Toxic Chemicals and Environmental Treatment (NACCET), Humanity & Inclusion (HI), Departments of Health of Gia Lai and Quang Ngai, and implementing partners including ACDC, CRS, the Medical Committee Netherlands – Vietnam (MCNV), and The International Center (IC).

The workshop aimed to evaluate the results of nine months of project implementation in 2025, share experiences, and discuss directions for the next phase. Delegates acknowledged clear progress in coordination and project implementation: rehabilitation and healthcare activities were expanded, grassroots health capacities were strengthened, and – notably – the cooperation between the two provinces became increasingly cohesive in supporting persons with disabilities to integrate into the community.

The discussion groups demonstrated solidarity and a strong commitment to supporting persons with disabilities

In particular, the livelihood and direct support components implemented by ACDC were recognized as appropriate, effective, and evidence-based. These activities not only helped persons with disabilities improve their income but also inspired greater confidence in their own abilities. Many participants suggested scaling up the models, increasing beneficiary targets, and transferring livelihood support processes to local authorities – combining training, supervision, and long-term sustainability evaluation.

The project also organized financial management training sessions, guiding persons with disabilities on risk-prevention planning and effective operation of livelihood models – creating a foundation for long-term development.

The workshop concluded in a spirit of unity, collaboration, and shared commitment to a common goal: bringing equal opportunities, safety, and inclusion to persons with disabilities in Vietnam.

The “Improving the quality of life of persons with disabilities in provinces sprayed with Agent Orange” Project in Gia Lai and Quang Ngai provinces (Inclusion IIb Project) is funded by the U.S. Government, managed by the National Action Centre for Toxic Chemicals and Environmental Treatment (NACCET) under the Ministry of National Defence, implemented under the management of Humanity & Inclusion (HI), with Action to the Community Development Institute (ACDC) as one of the local implementing partners.
