Thua Thien Hue: Training on independent living and disability equality for relevant officials and the OPDs

Within the framework of the project "Raising voices, create opportunities for persons with disabilities in Thua Thien Hue province in the 2021-2024 period" funded by the United States Agency for International Development (USAID), on October 19th -20th  2022, a training course on "Independent living and disability equality for relevant officials and the OPDs" took place in Hue city. The activity was organized by Action to the Community Development Institute (ACDC) and Thua Thien Provincial Project Management Unit. 

The training course attracted the participation of more than 30 officials from the Department of Labor – War Invalids and Social Affairs, Health Stations, and the OPDs from Nam Dong, Phu Loc districts, and Huong Thuy town.

With a variety of teaching methods combining theory and practice, the lecturer provided trainees with knowledge about disability and disability inclusion, including specific analysis of contents such as the definition of disability; barriers and difficulties for persons with disabilities; models of disability, and a rights-based approach to disability. In addition, the trainees were specifically guided by the lecture on the counseling toolkit of independent living for persons with disabilities and divided into small groups to practice using the toolkit at the training hall. This integration has helped the participating officials remember better as well as motivate them to apply the learned knowledge in work and personal life.

In particular, in order to increase interaction and improve the efficiency of information transmission, the lecturer encouraged the trainees to participate in group exercises, and presentations, actively exchange and share the practical experience as well as experience gained via the training course.

Ms. N.T.T.K – a health staff of Huong Thuy town said: “Through this training, I really learned a lot of knowledge and skills, especially communication skills with persons with disabilities, toolkits, and the scales which are very useful for future work. Two days of training were really fun and I had the opportunity to meet many people.”

Mr. B.T.N.T – a social and cultural officer of Phu Loc district shared: “Thanks to the training today, I know many problems and knowledge about persons with disabilities. I realized that the training class was very fun. Through this class, I also had more opportunities to meet and get to know others. I’d like to say “thank you” to the project.”

After the course, the project expects that the shared knowledge and skills will assist officers to support persons with disabilities in the community better. In the coming time, the project will continue to implement other activities to improve the capacity of officials on issues related to persons with disabilities.

On 3 February 2026, the Action to the Community Development Institute (ACDC), in collaboration with the Quang Ngai Department of Health, organized the handover of equipment and the inauguration of a Transition House at Quang Ngai General Hospital No. 2. This is the eighth Transition House supported and put into operation by ACDC within its national network, contributing to improved rehabilitation quality and supporting persons with disabilities to gradually strengthen independent living skills and participation in community life in a sustainable manner.
